7. The above is a brief summary, but I shall be addressing you in more detail in regard to the financial pos `ion generally. The Colony is making every effort to re-establish its finances on a sound basis, but it cannot do so unaided and I very much hope that when the time comes any application for assistance under the Colonial Development and Welfare Act in respect of water supplies or any other development scheme will receive every sympathetic consideration.
